Added plugin to clear cache from https://github.com/Flynsarmy/oc-dashboardcachewidget-plugin.

Cache needs to be cleared whenever theme updates are made otherwise at best updates aren't reflected, and at worst weird errors can occur. Would be good to one day update this plugin to one that can also clear the CloudFlare cache too.

Added to both dev and production environments (but only really need in production where changes aren't made live).
