Added plugin to clear cache from https://github.com/Flynsarmy/oc-dashboardcachewidget-plugin.

Cache needs to be cleared whenever theme updates are made otherwise at best updates aren't reflected, and at worst weird errors can occur. Would be good to one day update this plugin to one that can also clear the CloudFlare cache too.
